What you’ll do
As Legal Counsel, EMEA Health and Life Sciences, you will support the senior legal team in driving Oracle’s health and life sciences regulatory strategy and implementation in the region, working closely with senior lawyers in the team, the health and medical device regulatory teams and the health and compliance teams, along with product, sales, and consulting teams to provide succinct legal advise on EU and local regulations related to healthcare tech and life sciences products, emphasizing patient safety as a priority.
Specific Responsibilities include:
Support in developing and implementing the health and life sciences legal regulatory strategy in the region, with a particular focus on Germany and the European Union, support the advise, and education of Oracle Life Sciences and Health staff on legal and regulatory requirements and policy initiatives.
Support the advise and provide legal drafting, including preparation of legal memoranda and position papers, on legal regulatory issues impacting our customers’ use of Oracle products with a focus on electronic health records technologies, artificial intelligence and machine learning, software as a medical device, and life sciences clinical research..
Draft and review legal correspondence with regulatory authorities and courts, and represent Oracle in administrative proceedings as needed, under supervision of senior counsel.
Assist in the preparation and submission of legal filings with regulatory bodies and agencies in Germany and the European Union to support Oracle’s health policy initiatives.
Support the implementation of regulatory strategies to help ensure compliance with software as a medical device regulations within Germany and the EU.
Contribute to projects promoting patient safety and regulatory compliance with guidance from senior legal and product teams.
Support the review and implementation of regulatory strategies for evolving AI/ML regulations relevant to health and life sciences within the EU, as needed.
Additional Responsibilities
Draft, review, and negotiate commercial agreements, with a focus on legal and regulatory requirements under EU and German law.
Prepare legal research, detailed memoranda, legal opinions, and comprehensive case files for internal and external stakeholders.
Support documentation and compliance initiatives related to GDPR, EHDS, and other EU health data regulations.
Collaborate with internal teams, including product development and compliance, to advise on legal and regulatory implications and progress regulatory program goals.
What you’ll bring
We are seeking a German qualified lawyer (First and Second State Bar Exam (Volljurist)) with 1–3 years of legal experience in healthcare or life sciences, with a demonstrated background in a law firm, the legal department of a company and/or a regulatory authority.
Knowledge of healthcare tech and life sciences regulatory requirements in Germany and the EU, including administrative processes.
Proven experience and interest in Medical Devices / Medical Devices Software and AI Regulation.
Professional demeanor, confidence, and innovation with the ability to effectively communicate with colleagues and internal stakeholders.
Excellent writing, analysis, negotiation, and research skills.
Project management and interpersonal skills.
Business orientation and ability to balance legal considerations with commercial priorities.
Ability to perform in a fast-paced and continually evolving business environment.
Fluency in German and English is required; knowledge of additional EU languages is a plus.

Education
First and second German State Bar Exam (or equivalent) is required for this role. Another advanced degree (e.g., Master of Laws or equivalent) is a plus, but not essential.

Responsible for providing legal advice to the organization. Close liaison to business in providing a variety of corporate and commercial legal services. May perform litigation on Oracle's behalf or coordinates litigation and other legal, administrative or investigative actions handled by outside counsel. May draft, review, and negotiate major and/or non-standard technology contracts with public and private sector customers, including licensing agreements, professional services agreements, and cloud services agreements. May advise on legal issues involving government and regulatory compliance. Responds to ad hoc queries to include identification, analysis, and evaluation of risks in order to provide appropriate legal solutions. Works closely with other lawyers throughout Oracle and coordinates legal matters handled by outside lawyers. Demonstrates deep general commercial or functional knowledge across a sub discipline within the individual's specialty area(s), (e.g., general corporate law, antitrust/competition law, securities compliance and regulatory, employment law, immigration law, cloud transactions, data privacy, risk management asset-backed financing, contract management, intellectual property, trade secrets, advertising law, registration and other resolutions specific to the computer and technology industry)
